HRM-MEAS-14Term

Signal-to-action time

The median time from a signal firing to the first intervention acting on it. It measures the program’s operating speed; the Orchestrate level expects it under 24 hours.

Example

A program owner finds that nudges fire within an hour but access changes take a week, and automates the access playbook.
