Dwell window
How long a signal stays active after it fires: Threat 90 days, simulated behavior 180 days, hygiene behavior 90 days, real interaction 30 days, compromise evidence 14 days, Access standing. A person's stage is the furthest stage any active signal sets.
Example
A procurement officer's simulation click from seven months ago has expired, so her stage drops back to Clear.
